We are going to raise our 1970's living room with wood framing to raise it. Do we need a vapor barrier down before insolating it

Raising the living room floor to meet the existing floors. We want to insolate the floor with foam if possible. No matter which insolation we use will a vapor barrier be needed.

There are a few details missing to understand exactly what you are doing, but based on your climate I can't see plastic being used at all - that is essentially only used in super cold climates or as a block between soil & concrete
