Question
Will Bin Zinsser No VOC latex primer and an enamel latex reduce or stop out gassing from a previous layer of pro-block oil based primer?
I read on-line that there is a federal government study that any two coats of an acryl based latex paint can become a vapor barrier depending on the RH level of the paint. I am not sure if vapor barrier and stopping outgassing are related as vapor barrier usually refers to water vapors.

We use this product all the time. Good question.
- I would say yes it would seal in the gasses.
- Prime with that then use a hi quality no voc no odor paint should be fine.
