If a house is built in Mexico could it be LEED certified?

I´m designing and building a home in Cancun, Mexico. Could this house be LEED certified? If yes, what do I need to do? Thanks!

I know other USGBC certifications have been issued in numerous countries. The best thing to do is the same thing you would do in the US -- find a verifier that serves that area to walk you through the process.
