Can I modify my old toilet to be more water efficient?
And still have it work properly. I was told the brick idea is not a good idea.

If the brick idea is all that is in the budget great idea.
Yes, go to your local improvement store and look for the flush kit that has the two button option -- button 1 for #1 and button 2 for #2. It use less water if its a #1 bath room visit.
I converted both of our toilets with this replacement kit and it cost me under $20 for each...
