Are there any rebates/incentives in NY State for insulation, windows, appliances, tankless hot water heater?

Good question and the answer is ever changing. At any given time there may be both Federal and State incentives for energy efficient building methods and equipment.

• These incentives come in the form of tax exemptions, rebates or loan programs to purchase the equipment or materials.
• Right now there are not federal incentives for the things you are talking about.

Regarding State incentives, yes there is a 'Home Performance with Energy Star High Efficiency Measure Incentive.'

• This is a rebate system that gives back 10% of the price of high performance improvement measures, with up to $3,000 total rebate allowed. 
• The following items qualify under this program: Clothes Washers, Dishwasher, Refrigerators, Dehumidifiers, Water Heaters, Lighting, Furnaces , Boilers, Heat pumps, Central Air conditioners, Heat recovery, Programmable Thermostats, Duct/Air sealing, Building Insulation, Windows, Doors, Custom/Others pending approval. 

There is also a loan program for these improvement measures called the 'Home Performance with Energy Star Financing'. And there is an overall Green residential program that provides a rebate for residential units that achieve LEED Silver or higher, but as you may know this would entail extensive whole house measures.
