Good question and the answer is ever changing. At any given time there may be both Federal and State incentives for energy efficient building methods and equipment.
- These incentives come in the form of tax exemptions, rebates or loan programs to purchase the equipment or materials.
- Right now there are not federal incentives for the things you are talking about.
Regarding State incentives, yes there is a 'Home Performance with Energy Star High Efficiency Measure Incentive.'
- This is a rebate system that gives back 10% of the price of high performance improvement measures, with up to $3,000 total rebate allowed.
- The following items qualify under this program: Clothes Washers, Dishwasher, Refrigerators, Dehumidifiers, Water Heaters, Lighting, Furnaces , Boilers, Heat pumps, Central Air conditioners, Heat recovery, Programmable Thermostats, Duct/Air sealing, Building Insulation, Windows, Doors, Custom/Others pending approval.
There is also a loan program for these improvement measures called the 'Home Performance with Energy Star Financing'. And there is an overall Green residential program that provides a rebate for residential units that achieve LEED Silver or higher, but as you may know this would entail extensive whole house measures.
